【禁闻】"国网办"将成立 破网软件即更新

【新唐人2011年5月5日讯】中共当局即将成立一个名为「国家互联网管理办公室」的机
构，简称「国网办」，负责整合原本分散在多个部门的互联网管理机构，最终对中宣部
负责。「国网办」的成立，被外界认为是中共网路监控的升级。请看详细报导。

「国网办」隶属于国务院新闻办公室，由国新办负责网上新闻管理的第五局，和负责社
交网站管理的第九局为主导，其他多个部委也将参与。

资深媒体人马晓明发现，中共的这一最新举动，是把控制网路的单位从处级升为副局
级，这意味着人员和设备、资金与许可权的升级。马晓明感到，大陆当局越来越重视互
联网监控。马晓明坦言，生活在没有自由和真实讯息的中国非常痛苦，他说，中共正在
加强他们的愚民政策和奴化教育。

马晓明：「如果生活在资讯自由、公民权利有充分保障的环境里，是根本体会不到在专
制体制下、在公民权利受到肆无忌惮的侵害的环境里头，这种困境、无奈和愤恨。网路
监管的管理处升为副局级了，就是要�一步强化对人民的打压、对人民的监控、对人民
权利的侵犯。」

北京民主党负责人何德普分析说，中共政府投入这么大的资金和人力，就是为了保住自
己的政权。

长期以来，中国大陆很多异议人士的电脑经常中病毒，上不了网，或者邮箱打不开。他
们在网上的一举一动也都受到网路警察的即时监视。很多普通网民看不到中国以外的很
多网站，他们的博客或微博也经常被删除。

安徽网民：「我的博客一个星期前被封掉了，我就转载了韩寒的一篇《再见了！艾未未
》，我什么都没写，几个小时以后，我的博客就被封掉了。」

而据美国国会公告，在中国以外，帮助中国和其他极权专制国家的网民，冲破网路封锁
的软件中，「无界流览」和「自由门」最为有效。

「无界流览」的开发者、美国矽谷电脑工程师黄艾伦向《自由亚洲电台》表示：「大陆
那边每日每夜都在封，这边每日每夜都在破。破网软件的出现，它的使命就是网路自
由。我的期望就是，将来破网工具不需要了，网路自由就真正实现了。」

黄艾伦说：「每当大陆当局设置新的网路封锁，像他一样的海外电脑工程师们，就研发
新的破网软件，无偿提供给中国及其他集权国家的网民们使用。」

The Chinese regime will establishNational Internet Management Office
(NIMO)under the Propaganda Department, unifyingInternet management under
various departments.Many see NIMO as an escalation of net controlby the
Chinese Communist Party (CCP).How will this affect the 100 million netizens?

NIMO at the Information Office of State Councilcombines news and Internet
managementof the office's 5th and 9th bureaus.Other ministries will also
join in.

Media expert Ma Xiaoming believes thatthe administrative elevation of
Internet controlimplies more personnel, funds and power.Ma said the Chinese
communist regimeis tightening up Internet surveillance.Without freedom, it
is painful to live in China.The party is enslaving the Chinese people.

Ma Xiaoming: "If you live with freedomand rights, you cannot imagine the
hardship,hopelessness, and anger of those,living under dictatorship, with
their rightsviolated casually. The Internet control officeis at the
vice-minister level,and people will be more suppressed, controlled,and
their rights violated."

He Depu, a democratic party leader in Beijing,said the Chinese regime
invests such fundsand personnel to protect its political power.

Many dissidents in China have their computersroutinely attacked by
viruses.They cannot access the web or open emails.Their web activities are
monitored.Many netizens cannot access overseas websites,and their blogs are
often removed.

A blogger from Anhui: "My blog was removed.All I did was post Han Han's
article『Goodbye, Ai Weiwei.'A few hours later, my blog site was removed."

The U.S. Congress shows anti-block software canhelp people in China and
other dictatorial states.UltraReach and Freegate are the most effective.

UltraReach developer, computer expertAlan Huang said to Radio Free
Asia,"China censors [the web] daily, and we workdaily to break the
blockade. Anti-block packagesare to offer Internet freedom.I hope our work
will become unnecessaryin the future, when the Internet is truly free."

Alan Huang said, as the Chinese regime upsInternet censorship engineers
like him willdevelop new anti-blockade software packages.These tools are
offered to people free of charge.
