【禁闻】中共称无对台导弹 美军售立场不变

【新唐人2011年5月23日讯】中共解放军总参谋长陈炳德，日前在美国访问，他与美军
将领举行了双方七年来最高级别的会谈，而台湾问题仍是双方分歧焦点。陈炳德在记者
会上声称，在中国沿海地区没有导弹部署，所以对台没有撤飞弹的问题。但如有必
要，中国可能会动用武力。他还表示，美国对台军售不仅损害美中关系，而且还将阻碍
两军顺利交流与合作。

陈炳德这次有关台湾的公开表态，引起海内外舆论的关注。

台湾国安局长蔡得胜19号表示，中国大陆沿海部署飞弹，目前不论在量或单位，仍不断
增加中；有没有威胁是感受问题，说大陆对台没有威胁，全世界没有国家认同这样的论
点。

美国克莱蒙顿研究院的军事专家林长盛认为，虽然在陈炳德讲话后，中共国防部官员又
做出了导弹部署「不在福建」的解释，但陈炳德表达对台湾问题的看法时，模糊中国的
导弹部署区域，显然有失公允，和事实的差别很大。

美国西东大学台海问题专家杨力宇教授："中国瞄准台湾的导弹并不是摆在福建沿
海，经过美国的人造卫星多次探测，到现在为止是1425枚。它其实是部署在三个省，一
个是安徽、一个是江西、一个是湖南。"

美国海军上将马伦和陈炳德的联合记者会，是在美国五角大楼举行。陈炳德在会上还
说，美国以《与台湾关系法》这种「国内法」来保证台湾安全，是"干涉中国内政
"，"太霸气"了。陈炳德说，"不少的"美国议员对他说：「有重新审视《与台湾关系法
》的需要」。

台湾驻美副代表张大同19号也针对陈炳德的说法，向媒体表示，经过他们向当时在场的
人士查证，美国议员并没有说过这个话。

台湾驻美副代表张大同："我们有去问在现场的人，他说，美国议员没有讲这个话，所
以我想陈炳德记者会讲的其他一些不太确实的话，我们客气一点就说他『自说自
话'，或他想要国会议员这样讲，其实国会议员对台湾关系法的支持真的是毋庸置疑。"

陈炳德说，美国向台湾出售武器肯定会影响两国和两军关系，而影响程度，是从"向台
湾出售武器的程度"决定的。

也是美军参谋长联席会议主席的马伦将军，在回答记者提问时表示，只要《台湾关系法
》仍然有效，美国就要遵守法律，直到国会修改，而就他所知，目前修改这部法律并不
是美国国会的优先考虑。

对于陈炳德警告对台军售将影响美中两国关系，张大同说，任何一位中国大陆领导人来
美访问，都会制式的对军售问题提出所谓的"警告"，但美方也都会重申一贯立场，就
是：美国依照《台湾关系法》，有法律义务提供台湾防御性武器。

林长盛认为，美中军事关系发展的第一大障碍就是台湾问题。但美方在「军售」这个问
题上，至少在我们可以看到的未来，不可能做任何的让步。

台湾军事专家、国民党立委林郁方也认为，为了维持两岸军力平衡，美国军售的立场不
会改变。

No Missiles Deployed, Says China

with U.S. Army chief Michael Mullen,yet opinions differ on the Taiwan
issue.Chen Bingde denied any missile deploymenton China Coastal areas, but
China might use forceif necessary. He said it wrecked US-China
relationswhen U.S. sold weapons to Taiwan,claiming it hindered the mutual
military cooperation.

Chen Bingde's remarks drew international attention.

Taiwan Security Chief Cai Desheng said on May 19that missile deployment to
China coastswas incremental both in quality and quantity.Threats exist, no
country would deny it.

U.S. Claremont Institute Military expertLin Changsheng said that China
State Defensedepartment officials denied the factsthat missile deployment
was in Fujian,but Chen Bingde gave ambiguous notionson locations was
clearly contradictory to the facts.

Yang Liyu, Taiwan expert in Seton Hall University:"China's missiles to
Taiwan were not on the coasts,according to U.S. satellites, but were
distributedin Anwei, Jiangxi and Hunan, with a total of 1425."

held a joint press conference at the Pentagon.Chen said that the U.S. was
"rudely""interfering with China's internal affairs"according to China's
law, like Taiwan Relations Act.Many U.S. senators told Chen that it is
necessaryto review the Taiwan Relations Act.

In response to Chen's remarks, on May 19Taiwan Vice Representative to U.S.,
Zhang Datongstated that investigations with witnesses had shownthat no U.S.
senators had ever made such remarks.

Zhang Datong: "During investigations,witnesses clarified no such remarks
had been made.I suppose Chen Bingde was lying or soliloquizing,to put it
mildly. It's him wanting senators to say so.They were undoubtedly in
support of the Act."

Chen Bingde claimed that US-Taiwan military tradeswould surely affect
US-China relations.The degree of impact depended on the trades.

U.S. Army Chief and Joint Committee directorMichael Mullen, said that the
U.S. would comply withlaw as long as the Taiwan Relations Act stayed
valid,and would continue until the congress modified it.As far as Mullen is
concerned, this Actis not the first priority of the U.S. Congress.

In response to Chen Bingde' warning of US-Taiwanmilitary trades affecting
the US-China relations,Zhang Datong said that any US-China leadersvisiting,
this issue will have an uniform stance.U.S. repeated, based on the Taiwan
Relations Act,they're obliged to provide military defense to Taiwan.

Lin Changsheng suggested that the Taiwan issueis the first major
obstaclebetween US-China military exchange.The U.S. stance, in an
expectable future perspective,would stay in no concession.

Taiwan Military expert and KMT legislatorLin Yufang agreed that in order to
maintaincross-strait military balance the U.S. will not changeits position
on military exchanges with Taiwan.
