【禁闻】中共当局变相承认三峡工程失败

【新唐人2011年5月20日讯】5月18号，中共国务院罕见的承认，三峡工程蓄水后对长江
中下游带来了不利影响。《新华网》报导说，目前长江枯水形势十分严峻，部分航道已
关闭，长江流域地区遭遇10年来最严重的干旱。长江水利委员会表示，三峡大坝的建设
加重干旱，因为它掐断了下游的水流量。

中共总理温家宝18号主持国务院常务会议，讨论通过《三峡后续工作规划》和《长江中
下游流域水污染防治规划》。

会议承认，三峡工程从论证设计到工程建设不同阶段出现了不同问题。目前在移民安
置、生态环境恶化、地质灾害等方面存在一些亟需解决的问题，对长江中下游航运、灌
溉、供水等产生了不利影响。

这条新闻在国内网络上引起强烈反应，网民们认为「这是一些官员变相承认三峡工程失
败」， 铺天盖地的多是指责当局和专家造祸中国。

著名水利专家王维洛博士表示，中共官方承认部分问题，这说明三峡问题已经非常严重
了，官方已经无法掩盖，部分官员和专家主动提出是不愿将来背黑锅。

王维洛博士（水利专家）：「那是1986年的时候，中共中央决定对三峡工程�行可行性
论证的时候，就定了一个调，就是说不允许公开讨论。到了1991年的时候，当江泽民就
决定要对三峡工程上马的时候，它就开始大量�行宣传，因为中共中央看到三峡工程吵
的这么厉害，特别是几百个政协委员大闹政协大会。」

反对三峡工程的环保活动人士戴晴说，温家宝和胡锦涛都在地质与水利工程上受过训
练，他们都没有出席三峡大坝的开幕典礼，因为知道这个工程所带来的危害。国务院的
这个表态可能是在试图逃避责任。

2003年三峡水库蓄水前，国务院三峡工程验收组在大坝表面发现了80多条裂缝。四川地
矿局地质调查队工程师范晓表示，目前官方确认的地质灾害危险点在5、6千处以上。

今年以来，长江流域地区旱情严重，数百万人饮水困难。中国最大的淡水湖鄱阳湖大面
积露出湖床，湖北已有1千多座水库水位跌到「死水位」以下。

据《中国日报》报导，长江中游水位下降到近半世纪来的最低点，部分航道已关闭。报
导引述长江水利委员会发言人王井泉的话说，三峡大坝蓄水作业加剧中下游地区的干旱
状况。

王维洛博士指出，三峡大坝最大的危害是对生态环境的破坏，也是造成干旱的重要原
因。「洪水期的时候它不能蓄水，到了枯水期的时候它要反过来蓄水，枯水季节的时候
这上面的水库它要发电，它就拚命存水，这样的话它就是一个反自然现象的这么一个运
作过程，那么下游就没有水。」

目前，长江三角洲地区正遭遇多年来最严重的电荒，王维洛博士指出是因为煤炭供应不
上去。据《维基百科》介绍，三峡水电站全部建成后的装机容量仅为中国总装机容量的
约2%，并不会对中国的电力供需产生多大影响。

著名作家郑义：「许多网民说，如此一个既不能真正抗洪、又带来地震、生态恶化等许
多隐患的三峡大坝，全因官方的形象工程需要而建，实为一个罪恶的坑民工程，是现代
秦始皇的长城工程。」

戴晴女士披露，政府内部已承认三峡工程花了6千亿，然而因后来灾害不断发生，其实
花费可能已不止1万亿了。

戴晴指出，三峡工程从一开始，就不应该上马。现在三峡工程后续问题如此之多，如果
中国的政治体制和经济体制不能得到完全的革新，那么三峡的问题恐怕将很快从一个灾
难演变成后患无穷的灾难发源地。

On May 18, Chinese Communist Party's (CCP)State Council admitted, the Three
Gorges Projecthas a negative impact on Yangtze River.CCP's Xinhua News
reported that Yangtze Riverregion has its most severe drought in a
decade.Some waterways have been closed.Changjiang Water Resources
Commission said,Three Gorges Dam has aggravated the drought,by cutting off
the downstream water flows.

On May 18, State Council meeting adopted"Three Gorges Follow-up Planning"
and"Yangtze River Basin Water Pollution Control Plan".

State Council admitted that there were problemson different stages of Three
Gorges Dam building.There are urgent issues regarding the
resettlement,environmental degradation and geological disasters.Freight and
irrigation are negatively impacted.

This news piece triggered a strong online reaction.Netizens see this as a
"disguised admissionof the Three Gorges Dam Project's failure."The majority
criticized authorities and their experts.

Water resource expert Dr. Wang Weiluo said,CCP's recognition of the
existence of some issuesindicates the Three Gorges problem is very
serious,and the authorities are no longer able to cover it up.

Dr. Wang: "In '86, CCP Central Committee decidedto study the feasibility of
the Three Gorges Project.It decided to disallow open discussion on the
issue.In '91, when CCP's then-president Jiang Zeminwas about to launch the
Three Gorges Project,they initiated a lot of propaganda."

Environmental activist Dai Qing said,that Wen Jiabao and Hu Jintao are both
qualifiedin geological and hydrological engineering.They didn't attend the
Dam's opening ceremony,as they knew the harm caused by this project.

In 2003, The Three Gorges Project inspection teamfound over 80 cracks on
the Dam's surface.Fan Xiao, an engineer at Sichuan Geology Bureausaid,
there were 5,000 to 6,000 officially confirmedrisky spots prone to
geological disasters.

There is severe drought in Yangtze River region.Millions suffer from a
shortage of drinking water.Some parts of Poyang Lake's bed are
exposed.1,000+ reservoirs have extremely low water levels.

According to China Daily, Yangtze River'smidstream and downstream water
levelshave reached their lowest points in half a century.Changjiang Water
Resources Commission'sspokesman Wang Jingquan said that the Damintensified
the downstream drought conditions.

Dr. Wang pointed out that Three Gorges Dam'sbiggest hazard is its
ecological damage,which is also an important cause for droughts.Dr. Wang:
"The reservoir does not workduring a flood season. During the dry season,it
needs water to generate electricity.So, it deprives the water from
downstream river.This is an anti-natural operation."

Yangtze River Delta is suffering the most severepower shortage in many
years. Dr. Wang saidthat it is because of lack of coal supply.As per
Wikipedia, Three Gorges hydropowercapacity is only about 2% of China's
total capacity.So, its impact on China's power supply is low.

Well-known writer Zheng Yi: "Many netizens saythat this project cannot
prevent floods, it bringsearthquakes and has many ecological
degradationissues. It was built for the image of the authorities.It is a
sinful present-day Great Wall of a tyrant."

Dai Qing said that as per government insider' data,RMB600billion was spent
on Three Gorges Project.Combined with the cost of ensuing disasters,over
RMB1trillion may have been spent.

Dai said the project shouldn't have been launched.Now it has caused so many
ongoing problems.If China's political and economic systemscannot be fully
innovated, the Three Gorges issuewill soon evolve into endless troubles.
