【禁闻】中共公开三峡工程不良后果 民哗然

【新唐人2011年5月24日讯】中共国务院近日公开了三峡工程对社会、生态、地质等方
面的不良影响，海内外为此哗然。对比这近20年里中共对三峡工程的高调赞美。为什么
大陆当局现在要公布这些负面后果呢？请听专家们的分析和评论。

大陆媒体近日报导了中共国务院通过的：《三峡后续工作规划》和《长江中下游流域水
污染防治规划》，内容首次公开承认了三峡工程"在移民安稳致富、生态环境保护、地
质灾害防治等方面还存在一些亟需解决的问题，对长江中下游航运、灌溉、供水等也产
生了一定影响。"对此，海内外一片震惊和哗然。

因为从1992年三峡工程正式上马，至今，中共一直高调称赞。1994年12月14号，三峡工
程开工典礼上，当时的中共总理李鹏发表讲话，题目是"功在当代，利在千秋"。到
1997年11月8号三峡工程�行大江截流时，中共高层再次大规模参加庆典。甚至在
2005年，中共当局还在大坝旁建起了"中华爱国工程联合会三峡爱国主义教育基地"。

那么，为什么现在中共公开承认三峡工程的多种弊端？

四川地矿局教授级总工程师范晓认为，这是因为三峡工程带来的生态、地质和社会等很
多方面的问题，已经严重到了不能不面对的地步了。

范晓（四川地矿局总工程师）："通过前三年蓄水到175（公里）的试验，那很多问题也
就暴露得更充分一些，特别去年年底到今年长江中下游的干旱也表现得很突出，实际上
它都是和三峡水库蓄水有一定关系的。很多问题他是回避不了的。"

目前，长江中下游正经历着50年罕见的大旱。湖南82万人"喊渴"，中国第一大淡水湖鄱
阳湖见底，洞庭湖部分早稻绝收。湖北省石首市天鹅洲国家级长江豚类保护区，大部分
水深不足3米，江豚搁浅在土地上，眼里流出眼泪。

三峡工程是依靠中国民众在电费中多交的钱――三峡基金建起来的，但是三峡工程竣工
后，发电的收入只归三峡水利电力股份有限公司占有。旅德著名学者、工程专家王维洛
指出，现在当局把三峡工程的不良后果公开，是为了有理由继续向老百姓收钱。

王维洛："完成规划里的所有措施，保守的估计是1700亿人民币。国务院行政要问中国
老百姓收这么多钱，它要讲出个道理来！关键的是现在统治中国整个社会的是什么
呢？就一个字，"钱"字！"

王维洛提醒中国人，注意区分"三峡工程后续工作规划"和"三峡后续工作规划"，这说
明，当局将把三峡工程造成的不良后果让三峡地区人民、以致全中国人民承担。

著名水利专家、原清华大学教授黄万里，在三峡大坝拟议建设的初期，多次上书中共当
局，痛陈三峡工程不可上马的各项理由，包含地质、环境、生态、国防等多方面。

1992年黄万里教授第一封上书文中写道，"自然地理环境中，河床演变的问题和经济价
值的问题中，所存在的客观条件，根本不许可一个尊重科学民主的政府，举办这一祸国
殃民的工程。它若修建，终将被迫炸掉。"

TGP's "Future Benefits"

Chinese Communist Party (CCP)'s State Councilrecently published the adverse
effectsof the Three Gorges Project (TGP) on social,ecological, geological
and other aspects.This caused uproar at home and abroad.For 20 years CCP
carried out high-profile praisesfor the TGP, why is now releasing negative
facts?

Mainland media recently reportedon the 『Three Gorges Follow-up Plan'and 『
The Yangtze River Mid and Lower ReachesWater Pollution Prevention
Plan,'passed by the State Council. For the first time,the CCP publicly
admitted urgent problems causedby the TGP in stabilizing
immigrants,environmental protection, disasters prevention, etc.The project
had also impacted shipping, irrigationand water supply of the mid and low
rangesof the Yantz River. The news has a shocking effectto people at home
and abroad.

The CCP has always been caring out a high-profilepraises for the TGP, since
it was launched in 1992.On December 14 『94, at its Launching ceremony,then
Chinese Premier Li Peng made a speech titled『Present Achievements with
Future Benefits.'On November 8 '97, CCP officials attendedthe river cut-off
celebration in a large scale.In 2005, CCP authorities built next to the
dam『The Three Gorges Patriotic Education Foundationof Chinese Patriotic
Engineering Association.'

Why does the CCP now suddenly start to admitto the public the many adverse
effects of the TGP?

General engineer Fan Xiao of the Sichuan'Bureau of Geology and Minerals
believes,that the ecological, geological and social problemsof the TGP are
too severe to be hidden any longer.

Fang Xiao: "During the past three years' testsof a 175 (km) water reserve,
many more problemswere exposed. The drought of mid and lower reachesof the
Yangtze River this year is very prominent,and it is closely related to the
water reserveof the Three Gorges Reservoir.Many problems cannot be avoided."

At present, mid and lower reaches of Yangtze Riverare experiencing a rare
50 year drought.82 million people in Hunan Province are impacted.Parts of
China's largest freshwater lake,Boyan Lake, are dry down to the bottom.Some
early rice crops of Dongting Lake area died.Water depth is less than 3 m.
in most areas of theYangtze River Dolphin National Conservation Areain
Hubei Province, and dolphins lie on the sand.

The TGP was funded by the Three Gorges Fund,collected from people's extra
electricity payment.After the TGP is completed, the incomefrom power
generation will only belongto the Three Gorges Electric Power Company
Ltd.Wang Weiluo, a renown engineering expert,living in Germany now, pointed
outthat the authorities published the adverse effectsof the project to
collect more money from the public.

Wang Weiluo: "A conservative estimateto complete everything planned is
RMB170 billion.The State Council needs a reasonto ask people for so much
money!What is ruling China now is one thing - money!"

Wang Weiluo reminds the Chinese peopleto pay attention and distinguish
between:『The Three Gorges Project Follow-Up Plan' and『The Three Gorges
Follow-Up Plan,'which shows the authorities' intention to leadpeople's
thinking towards the Three Gorges area,so all Chinese people can pay for
the adverse effects.

Renowned water expert and former professorat Tsinghua, Huang Wanli wrote
many lettersto the CCP authorities at the early stage of TGP,stating
clearly various reasons why this projectshould not be launched, considering
the geological,environmental, ecological, defense, etc. aspects.

In 1992, Prof. Huang Wanli wrote in his first letter:"In a natural
geographical environment,the objective conditions of river plateand issues
of economy do not allow a government,respecting science and democracy,to
carry out such a disastrous project.If built, it will eventually have to be
blown up."
