【禁闻】新唐人卫星续约 欧美各界关切

【新唐人2011年5月27日讯】《新唐人亚太台》的卫星续约事件，一个多月来持续引起
国际舆论的担忧。美国与欧洲的西方政要，都相继要求台湾政府重视言论自由。具有一
定影响力的法国新闻自由组织「记者无国界」日前也致信台湾行政院，表达关切，同时
怀疑此事有中共当局的介入。

总部设在法国巴黎的「记者无国界」24号致信台湾行政院，对中华电信可能执行「歧视
政策」感到忧心。信中指出，中华电信以「技术限制」为理由，拒绝与新唐人续约的作
法，与几年前欧洲卫星公司终止对新唐人的卫星服务很相似。

经过无国界的调查，当时中共当局介入欧洲卫星公司，目的就是要让新唐人停止播出。
「记者无国界」表示，「如果事实证明，中华电信也是因为中共介入而拒绝续约，那么
持有大部分中华电信股权的台湾政府形象，将严重受损。」

欧洲议会人权委员分会主席海蒂．郝塔拉（HeidiHautala）认为，现在是资讯时代，散
播信息很容易，但是要箝制信息也很容易。对于中共政府一再控制言论新闻自由，郝特
拉表示遗憾。

海蒂．郝塔拉：「我觉得相当遗憾，中共或许希望领导其邻国，发出负面的影响，包括
与其打交道的国家。当然企图透过台湾对中国的(卫星)广播禁声，就是一个很不幸的例
子。这是绝对不能容忍的。我们应该警惕中国正利用它的国际影响力，在世界许多国家
中，中国跟过去相比，有更多的人权问题。」

美国国会议员罗伊斯（EdRoyce）表示，信息自由度的好与坏，可以用来判断这个国家
的未来乐观与否。罗伊斯说，共产政权一直带给人们忧虑，因为它是利用权力去对付个
体，新唐人的卫星广播受阻，就是一个明显的例子。

罗伊斯：「从历史来看，这些共产政权，不仅仅是有能力误导民众，其专制性使共产政
权，拥有极大权力，去对付个体公民。我唯一的态度就是认为，获得信息就等同于获得
真相。这个实例就是在试图阻止真相。」

中华电信近年来与中国市场互动频繁，并计划在北京成立分公司。2009年《新唐人亚太
台》曾经发生过一次长达半个月的盖台干扰，亚太台发言人朱婉琪指出，调查结果发现
干扰源就是来自中华电信。

孙中山先生的侄孙孙国良日前在香港呼吁台湾政府，抵制被中共赤化，重新和新唐人续
约。

在海内外强大支持新唐人卫星续约的声浪下，台湾行政院院长吴敦义表示，新唐人是言
论自由的标竿，卫星续约案不只是商业行为。行政院裁决要求中华电信为新唐人提供不
间断的服务。

目前在全台湾有130万户可通过有线电视收视新唐人，而中国大陆东南沿海则有约4/5的
人口可以通过卫星碟盘观看。

新唐人与中华电信的卫星合同八月份到期，届时能不能成功续约，同时标志着两岸媒体
自由度的走向。

Renewing Freedom of Expression

Concerns from the international community growas NTD's AP (Asia Pacific)
satellite contract renewalbegins to resemble the 2008's Eutelsat
situation.Many US and European politicians are askingthat the Taiwanese
government valuefreedom of expression. France-based organization,Reporters
Without Borders (RWB), recently senta letter to the Executive Yuan in
Taiwan,to express their concerns and suspicionof CCP's (Chinese Communist
Party) involvement.

RWB wrote to Executive Yuan on May 24,about concerns of Chunghwa
Telecom'spossible implementation of a "discriminatory policy."Chunghwa's
says its refusal to renew its contractwith NTD was due to "technical
limitations."RWB noted that this is very similarto the European firm
Eutelsat's terminationof its satellite services to NTD a few years ago.

As per RWB's investigation, the Chinese authoritieswere involved with
Eutelsat, to stop relaying NTD.RWB said, "If it turns out that the same is
happeningwith NTD AP, Taiwan's government's credibility,which has a
controlling share of Chunghwa Telecom,will be badly damaged."

Heidi Hautala, Chair of the Subcommittee on HumanRights at the European
Parliament, believes thatin this information age it is easy to spread and
controlinformation. As to the CCP's suppression of freedomof speech and
press, she expresses regret.

I regret to see that China maybe third leading powertry to exert quite
negative influenceon its neighborsand the countries that want to deal with
it.And of course such attempts to silence broadcastingto China via Taiwan
is a very unfortunate example.This is not something should be tolerated
andwe should be aware that China is using this kind ofinternational
influence which meansthat in many countries in the world you have morehuman
rights problem than before.

US Congressman Ed Royce said the degreeof Information freedom can be used
to determinewhether a country's future is optimistic. He said,the communist
regimes constantly worry people,because they use power to oppress
individuals.NTDTV's satellite blockage is an obvious example.

because of the history in the past , what the worldhave seen in the past in
terms of capabilitynot just misled people but also the authoritarian
statehas so much power to use against the individual.the only attitude for
that I think is the information isthe truth, and this case is trying to
stop the truth.

Chunghwa has been frequently interactingwith the Chinese market. It plans
to set up a branchin Beijing. In 2009, NTD AP's satellite was
blocked.Teresa Chu, NTD spokeswoman saidthat as per the investigation on
this case,the source of interference was Chunghwa.

Sun Guoliang, grand nephew of Sun Yat-sen,urged the Taiwanese governmentto
withstand the CCP and renew NTD's contract.

ive Yuan's Premier Wu Den-yih said thatNTD is the benchmark for freedom of
speech;satellite contract renewal is not just a business case.Executive
Yuan's ruling orders to Chunghwaare to provide uninterrupted service for
NTD.

In Taiwan, 1.3 million households can watch NTDon cable TV. In China, 80%
of the coastal populationcan watch NTDTV via satellite dishes.

NTD's satellite contract with Chunghwa expiresin August. The event of its
renewal will markthe media freedom trends in both China and Taiwan.
