【禁闻】食品问题频频曝 学者：藏高层角力

【新唐人2011年5月20日讯】最近，中国黑心食品频频在各大媒体曝光，似乎中共当局
的新闻管制有所松动。但学者分析，表面看起来，中共致力于解决食品问题，但里面暗
藏着中共高层在十八大前夕的权力斗争。

从此前的毒豆芽、地沟油、到瘦肉精猪肉、染色馒头，神奇"牛肉膏"猪鸡变"牛肉"等
等，再到最近的膨大剂"爆炸西瓜"、"避孕黄瓜"，以及食品添加剂的滥用，黑心食品在
大陆媒体的曝光率似乎有些铺天盖地。19号，连远近盛名的北京烤鸭也上了黑心食品
榜。

对频频曝光的食品问题，公众在感到怵目惊心的同时，也�生了中国媒体在食品安全问
题的报导上，似乎比以往自由的感觉。

中共国务院食品安全委会办公室主任张勇，最近称赞媒体在食品安全领域发挥了重要的
监督作用，他的说辞被外界解读为中共官方的支持态度。

《中国事务》主编伍凡："中共一向对中国老百姓的食品不重视。老百姓受到损害非常
愤怒，现在愤怒这种情绪我想反应到北京高层，他们也感受到了，老百姓愤怒下去的
话，中央的政权是非常不稳，他们也不得不在某一个地方要做一些样子。"

时事评论员林保华认为，中国食品安全问题在媒体的曝光率时高时低，与中国的政治环
境有关。例如北京奥运期间，中央就有令，媒体少报或不报，以免影响国际形象。

林保华："等到这种黑暗面太多的时候，中宣部要发命令了，这种东西太多会影响我们
党的形象，到时外国人都不敢吃东西了。到时又会控制，这东西不能讲太多。

最近一段时间，以"打黑"出名的重庆，对"黑心食品"也重拳出击，有关官方打击"黑心
食品"的行动和成果在媒体频频曝光。

林保华认为，目前中共高层各派都想利用解决食品问题来争取民心。官媒也迎合薄熙来
�行宣传。林保华说，这只是出自权力斗争的需要，而不是对民众生命安全的真正关
心。

林保华："现在表面上找几个替死鬼，过一阵还是过去了。目前这种政治制度下，这种
特权集权掌控下，根本它的本质就是腐败，给老百姓制造不安全，不可能解决这个问
题。为了收买民心、骗取民众的心。"

4月底，《重庆晚报》报导，公安查出有奸商以染毒的劣质花椒混在正品花椒中出
售，封存5.8吨花椒。

5月初，《重庆时报》报导，重庆市工商局执法人员在一个无牌地下工厂，检获一批"猪
蹄膀"，含有可令人中毒及致癌的双氧水、亚硝酸盐。

接着，《中新网》又报导，重庆市工商局、重庆市公安局等，又查获了近千只活鸡，体
内被灌入重晶石粉。

此外，中共中央机关报《人民日报》还在5月9号发表文章，披露中国食品添加剂泛
滥，每个成人一天大约吃�八、九十种添加剂。

通过媒体的大肆宣扬，中共总理温家宝所管辖的国务院在这方面显得无能。即使温家宝
出言谴责，食品安全问题也没有丝毫�展，而且情况越来越恐怖。

伍凡指出，报导食品安全问题的自由，可能与中共高层的政治角力相关。

伍凡："中国食品管理部门是国务院，是温家宝这一摊在管。重庆多报导有害有毒食品
的事件，把它曝光，来发难，来攻击温家宝的国务院系统。这是共产党内部斗争的形
式。它用这个形式想拉拢老百姓来支持薄熙来，让他可以高升，并不是真正去解决问
题。"

林保华认为，媒体可以自由报导食品问题的时间不会太久。

Black-Hearted Food

Recently, Chinese "black-hearted food"has been gaining more exposure in
major media.According to scholars' analyses, Chinese authoritieson the
surface are committed to solving the problem,but hidden underneath is a
political power struggle.

From previous poisoned bean sprouts, cooking oil,pork or beef�turned�
chicken, to the most recentexploding watermelons, contraceptive
cucumbers,and abuses of food additives,an overwhelming amount of
black-hearted foodhas been exposed recently. On May 19,even the famous
Beijing roast duck got on the list.

Frequent exposure of food issues shock the public,but at the same time,
many feel that Chinese mediahas gained some freedomin reporting about
consumer food safety.

Zhang Yong, director of the Office of Food Safety,recently praised the
media for playing a major rolein monitoring food safety. His remarks were
viewedas support by the Chinese officials.

Wu Fan, China Affairs chief editor: "Authoritiespay every little attention
to people's food.People become angry when they're decieved.Now the anger
has reached boiling point.If this anger continues, Beijing's ruling
powerwill become unstable. Therefore,they have to put up a front to appease
people."

Commentator Lin Baohua believes that exposureof food safety issues by the
mediais directly affected by the political environment.For example, little
or no food safety was reportedduring the Beijing Olympicsto avoid damaging
China's international image.

Lin: "When negative sides appear too often,the Central Propaganda
Department steps forward.Too much of this will affect the regime's
image,and foreigners will not dare eat our food.Eventually, they will
enforce stricter control."

Recently, Chongqing dealt a heavy blowafter official attacks and actions
were reportedin the media about black food,and their exposure of food
safety.

Lin believes that the current party leaderswant to gain popularity by
solving food issues.The media also follow suit. It's all a power
struggle.There's no genuine concern for people's safety.

Lin: "Now on the surface they are looking for a fewscapegoats for a while.
The current system is corruptand under the control of the privileged.It
only creates insecurity for people. Fooling peopleand gaining popularity
cannot solve the real issue."

By late April, Chongqing Evening News reported,that "Police found genuine
wild pepper being mixedwith poor quality ones, and 5.8 tons were sealed."

In early May, Chongqing Times reported,"An unlicensed underground factory
was foundwhere pork trotters were marinated with carcinogens,such as
hydrogen peroxide and nitrite."

ZhongxinNet reported that Chongqing officialsseized nearly a thousand
chickenswith barite powder poured into the bodies.

In addition, People's Daily, the official newspaperof CCP's Central
Committee, published an articleon May 9, disclosing that on a daily basis,
peoplein China were consuming over 90 types of additives.

Trumpeted by media, Prime Minister Wen Jiabaoappears to be incompetent.
Wen's verbal reprimanddoes not help with food safety issues.And the
situation is getting more worrisome.

Wu Fan thinks that freedom of reporting food safetyissues may be related to
high level political struggles.

Fan Wu: "Chinese food management departmentis under the State Council that
Premier Wen Jiabaois in charge of. Frequent exposure to hazardousand toxic
foods from Chongqing is directed at Wenand the State Council. This is a way
to bring Bo upand gain popularity for him within the CCP.This method
doesn't solve the food safety problem."

Lin thinks, the media in China will not enjoy thisfreedom of reporting on
food issues for very long.
