【禁闻】香港吹红风 "国民教育"被斥洗脑

【新唐人2011年5月9日讯】中共当局近期为庆祝建党90周年，在大陆大吹「红风」，甚
至将这股风吹到了香港。香港特区政府日前出台德育及国民教育科谘询文件，计划在中
小学推行所谓的"爱国教育"，引发各界争议。香港议院和教育界等人士担心，"爱国教
育"会"变政治宣传工具"。而香港人权监察总干事罗沃启则直接指出：这其实是"洗脑教
育"。

港府宣称，"爱国教育"的目地在于「增�国家认同与和谐」；而课程内容包括认识中共
「国歌」、认识中共国家主席等领导人的工作、「了解政治组织如全国人民代表大会
」、认识北京申办奥运，以至世博会和国家体育代表团等。

而教育「国民身份认同」的内容，则包括「为同胞成就自豪」、「积极学习普通话」或
在升中共「国旗」时自觉的肃立等。

香港人权监察总干事罗沃启看过课程内容后批评说，港府集中资源增设国民教育科，却
牺牲了人权教育，只会沦为「洗脑教育」，宣传中共光明的正面形象，多过批判思
考，只是"走过场"；至于官员贪污腐败、打压新闻自由等人权问题的探讨，并不足够。
而课程当中的很多教材内容也并非历史全貌。

港府宣称「国民教育」科目绝非「洗脑」，就算敏感议题也可以提出讨论。老师可以决
定怎么教授。但教育局德育及国民教育专责委员会，就谘询文件举办简介会时，却多次
回避敏感的六四、艾未未及刘晓波等人权课题。

教育界议员张文光认为，公民教育变成「国民教育」只是一字之差，但在社会激起千层
浪，教育界有强烈声音批评，现在的「国民教育」已经越来越像政治宣传的工具，报喜
不报忧。

公民教育联席成员、「香港教育学院教育政策与领导学系」副教授梁恩荣指出，以「国
民教育」代替公民教育，有几个严重的问题，首先在名词上已和国际社会脱轨，违反国
际和国家教育趋势，他说："『国民教育'本身的概念是有很多不足之处，它不能令香港
人冲出中国，看一个环球的视野，只能集中在一个国家中……。"

但梁恩荣认为观念上的问题更为严重，「国民教育」和目前全球化的「多元公民」背道
而驰，非常狭隘，有强烈的排外性。他认为，"有需要用人权教育、世界公民教育来平
衡它。"他还说，"所以『国家认同'有潜在的危险性，如果没事的时候就没事，但是有
事的时候，可以因此而造成很多民族杀戮，历史上出现很多民族仇杀，都是这样来的。
"

有分析认为，港府这次大力推动国民教育，是受到北京当局的压力。

《自由亚洲电台》报导，因为中共当局看到在香港「中联办」门外，经常有示威活
动，而活动的次数频繁，激烈程度甚至超过在特区政府总部示威的迹象，同时，互联网
上的讨论区，也到处看见港人对中共的不满和抨击，所以北京当局才会要求香港特区政
府采取措施，企图扭转局面。

In celebration of its 90th anniversary,the Chinese Communist Party (CCP)
intensifies『red propaganda' in China, including Hong Kong.HK government
began probing public view on a planto introduce patriotism lessons to
schools.Politicians and educators are worriedthat "patriotic education"
will becomepolitical propaganda tool.Law Yuk Kai, director of HK Human
Rights Monitorcalls such patriotic education brainwashing.

HK government announced that "patriotic education"aims at "building
national harmony and identity,"and includes learning the Chinese national
anthem,political system, and national sports teams.

The lessons also include "citizenship recognition"that teaches children to
"be proud as Chinese,""actively learn Mandarin,"and "stand up during the
flag ceremony."

Law Yuk Kai, director of HK Human Rights Monitorcriticized the HK
governmentfor introducing patriotic educationwhile sacrificing human rights
education.Such patriotic education is brainwashingas it focuses on boosting
CCP's imagewithout much discussion on its corruptionand human rights
issues.Some teaching materials used in these lessonsare also historically
unsound.

HK government refuted such accusations,claiming that teachers will have
freedomin lesson planning and classroom discussions.However, authorities
avoid human rights issues,such as the Tiananmen Massacre,Ai Weiwei, and Liu
Xiaobo,when introducing the plan on patriotic education.

Cheung Man-kwong, HK education sector legislator,warned that patriotic
educationreplacing citizenship educationbrings potential for political
brainwashing.

Prof. Leung Yan Wing at HK Institute of Educationsays that replacing
citizenship educationwith patriotic education brings many problems.First,
the term is against the global trend."Patriotic education limits students
within a country,and does not give them a global perspective."

According to Leung, a more serious problem liesin the ideology: patriotic
education does not fitinto the movement of globalization,as it is very
exclusive."Human rights education and global citizen educationneed to be
balanced," Leung said."Nationalism brings the potential dangerof racial
hatred and even genocide.There are many such cases in history."

Analysts believe the HK government is pressuredby Beijing to promote
patriotic education.

According to RFA, the CCP is threatenedby the increasing number of
protestsin front of its "Liaison Office" in HK,as well as the online
criticism by HK residents.Implementing patriotic education is its wayto
control the situation.
