【禁闻】中共加装偷听器 中港车全窃听
【新唐人2011年6月13日讯】香港媒体《苹果日报》最近爆料,中共警方在持中港牌的
车辆上加装了具窃听功能的电子仪器,覆盖范围远至香港。虽然大陆民众在近几年的大
型活动,如奥运会中早已领教过当局的监听行动。但这次延伸至香港的监听,犹如投下
一枚重型炸弹,中港牌车主纷纷表示震惊和愤怒!
据《苹果日报》报导,来往中港两地的商厂、高官名人、明星,甚至是驾驶客车或货车
的司机,都可能在车厢内遭人窃听。中共当局2007年7月开始,为所有中港车免费安装
「检验检疫车载卡」,并将窃听仪器植入里面。
「车载卡」外形及大小与电子手帐相似,以双面胶纸牢牢黏在车厢内的车头玻璃上,仪
器背部螺丝位更盖上保护贴,防止有人私下拆开仪器。
而最先揭发「车载卡」是「窃听器」的,竟然是以中港车�行走私的不法集团。
有消息人士说,自从内地强制中港车安装车载卡,海关人员几乎每次都能揪出走私车
辆,让走私集团感到很离奇,直到他们接触到大陆的势力人士,对方语带相关提示,要
他们「小心车内谈话就没事」,走私集团才恍然大悟。
香港城市大学电子工程学系副教授郑利明表示,经过拆开检测,确认车载卡具有窃听功
能,而且「接收范围达到方圆20公里」。
也就是说,即使车辆远离深圳皇岗口岸,开到沙田,一样无法摆脱中共的窃听。
四年前,中共当局宣称,「车载卡」的装置是方便司机作身体检疫申报,加快通关速
度。
对于中共肆意窃听长达四年,不少中港车主都对这种行为感到不齿,表示震惊。
有十几年中港司机经验的吴先生说,这种窃听行为对司机有很大影响:
吴先生:「那(窃听)当然有很大的影响,肯定有很多东西不方便。或者是我自己生意
上的东西,要怎么做。那我去到哪里都被人跟着,这当然是个很大问题。)这些事(窃
听)是公开的无良。」
而另一名在上市公司担任高职的人士对《苹果日报》指出,有条件申请中港牌的人
士,都有一定的经济实力。如果他们在车厢内谈生意的内容被人窃听,比如:投标价
钱、股票内幕消息等等,后果会相当严重,足以拖垮一个企业。
实际上,中共当局对于大陆近年举行的各类大型活动,包括2008年北京奥运会,都采取
了监听措施。
奥运期间,有媒体揭发早在2005年,北京市内7万辆出租车,全部装上微型监听设备。
港商(内地)投资权益关注组主席陆伟萍表示,自己也有被窃听的经历。
陆伟萍:「我们的手机都会被窃听,尤其是大陆,我们多年来上访,大陆的手机他们都
窃听。陆伟萍还表示,普通人听到这一消息时都会感到奇怪,但其实也不奇怪。
陆伟萍:「因为在大陆,这东西没有法制的情况下,他(中共)要做什么根本就没办
法。所以窃听很正常,对他(中共)来�很正常,我们讲法律的是认为不正常的,也是
不允许的,但是在大陆这种情况是普遍的,他(中共)认为是正常的。因为这个所谓的
法制他没有一个监督的人有什么用?他是无效的。)(中共)为了维稳任何手段都会拿
出来嘛。」
目前,深圳市的中国检验检疫局职员,否认车载卡具有窃听功能。

China's Bug Addiction
Hong Kong's Apple Daily recently broke the newsthat CCP (Chinese Communist
Party) policeinstalled eavesdropping devices on vehicleswith HK tags.
Mainland Chinese had learnedabout CCP's eavesdropping on large events,such
as the Olympics Games. However, this is a firstfor eavesdropping in HK. The
news has shockedthe vehicle owners and the people of Hong Kong.
Apple Daily reported that businessmen, officials,celebrities, and even bus
and truck driversmay be bugged in carriages. Since July 2007,Chinese
authorities have been installingan "Inspection Card" (IC) for free in all
HK vehicles.The bug was implanted in these "Inspection Cards".
Stuck to the front window, the IC looks like a PDA.Screws on the back of
the device are protected,preventing people from opening the IC themselves.
Those first to discover that the IC was a bugwere illegal HK car smuggling
syndicates.
Since the mandatory installation of ICs,customs officers can uncover
smuggled vehiclesalmost every time. Smugglers felt it was very
strange.Until they came into contact with mainland forces,advising them not
to "talk in cars." Soon after thatsmuggling syndicates realized that cars
are bugged.
Zheng Liming, an Associate Prof. in the Departmentof Electronic Engineering
at University of HK saidthat after tests on the IC they confirmed ICshad
eavesdropping capabilities.The receiving range was "up to a radius of 20
kilometers."
Vehicles outside Huanggang, Shenzhen, or locatedin Sha Tian still can't
escape CCP's eavesdropping.
Four years ago, Chinese authorities claimed that ICseased inspections, and
sped up customs clearance.
Many HK vehicle owners were left in shockafter hearing about CCP's 4-year
eavesdropping.
Mr. Wu, a HK vehicle driver for 10 years saidthe eavesdropping has great
impact on drivers.
Mr. Wu: "It certainly has a great impactand many inconveniences. Like my
own business,and how to do it. I was followed everywhere,it is certainly a
big problem. This is unscrupulous."
Senior staffer of a listed company told Apple Dailythat those qualified to
apply for HK tagshad certain economic strengths. If their talkson
businesses were bugged, the results are serious,and it could lead to
collapse of businesses.
CCP authorities bugged many events in recent years,including the 2008
Beijing Olympic Games.
During the Olympic Games, media revealedthat since 2005, 70,000 taxis in
Beijing had allbeen installed with micro-monitoring equipments.
Hong Kong『 Investment Concern Group chairman,Lu Weiping, said he also had
been bugged.
Lu Weiping: "Our cell phones are monitored,especially in mainland China. We
are petitioningfor many years. CCP are bugging mobile phones."
Lu Weiping said ordinary people will be surprisedabout this news, but it's
not really surprising at all.
Lu: "In China there are no laws. CCP will doeverything freely. So
eavesdropping is common.By law, it is abnormal and illegal. In mainland
Chinait is very common and normal. The so-called lawshave no supervisory at
all, and do not take effects.The CCP can do anything to maintain its
control."
For now, staff at the China Inspectionand Quarantine Bureau, Shenzhen
City,are denying that ICs have eavesdropping capabilities.
