【禁闻】浙抗税民众指武警打死人 当局否认
【新唐人2011年10月29日讯】浙江爆发抗议政府加税的群体性事件,湖州市织里镇一名
安徽籍女厂商,遭到税收官员暴打,激起民愤,引发上万人围堵政府机关,爆发严重的
警民流血冲突,民众砸毁数百车辆、焚烧警车。当地居民指证有多人被打死,当局则公
开否认,并抓捕了28人,调集大批军警进驻。
湖州市吴兴区织里镇是全国最大的儿童服装生产基地,全镇三分之二是外来人口,多数
加工作坊是安徽人办的。当地政府今年只对外地人疯狂加税,征收金额比去年激增一
倍。
10月26号,一名安徽籍童装城女厂商,拒绝在加税一倍的文件上签字,遭到多名税收官
员毒打,随后有5人被捕。数百名业主和员工前往镇政府门口要求放人,再次遭到警察
殴打,引发上万人上街游行。
织里镇一童装厂业主张先生表示,民间传织里镇镇长声称,安徽人就是我们的奴隶,这
句话激怒了安徽人。
织里镇居民周先生28号指出,官民长期矛盾造成的积怨是事件的主因。
周先生:�真正矛盾的原因应该是平时积累起来的,是民怨的爆发,无非昨天这个事件
是个导火线而已。其实,真正加入的远远不止安
愤怒的民众砸毁政府车辆,一辆奥迪车逃串时,当场撞飞了十几人,导致事态激化,更
多的民众砸车�愤,焚烧警车,大量武警强行驱散人群。
27号抗税冲突升级,数千民众游行前往政府大楼,他们高呼�安徽人联合起来�的口
号,掀翻砸毁至少500辆车,并焚烧20多辆警车,与武警爆发流血冲突,有武警大
喊:�抵抗者当场击毙。�
当晚织里镇戒严,当局从外地增调数千武警特警,并从南京军区调来大量军车部队。全
镇已停课,店铺关门,上街需携带身份证。
周先生:�武警在用警棍打人的过程当中,是有人被打死的,这是可靠的消息,应该
是,据我所知是可靠的消息。打死的肯定是抗议的人嘛,肯定是那些安徽的人,那是被
那些武警打死的。�
《中国茉莉花革命》网站引述安徽民工的话说,两天共死了十几人,死者绝大部分是安
徽人,也有警员被烧死、打死。织里镇居民谭先生也这么说。
谭先生:�有十几人被打死了吧,然后昨天下午的时候又有1、2个人,应该都是民
众,好像讲有一个是武警。�
据《博讯网》消息,抗税事件造成100人受伤、8人死亡。香港《苹果日报》引述织里镇
居民王先生的的话说,打死了好几个人。香港《人权民运信息中心》的消息说有两人死
亡。
织里镇一童装厂安徽籍业者28号也向《新唐人》证实,有民众和警察被打死。
织里镇安徽籍业者:�打死一个警察,两个伤了,而且,暴乱的也打死几个,民众也有
啊,那暴乱的也有死的,那警察车都被烧了。�
湖州市吴兴区政府发布声明否认有人死亡,只承认奥迪车造成10人住院治疗。《新华社
》报导,目前事态基本得到控制,织里镇政府已暂停税收征收,事件相关的税收员已被
解聘。
《21世纪网》总编辑助理周斌指出,纵观各地政策,常是向底层横征暴敛,补贴金字塔
顶端,这种劫贫济富的财税政策,只能称之为�弱智政策�。
湖州市异议人士范子良:�中国的财政那么重,主要是养的吃�饭的人太多了,他的工
资从哪里开支呢?只有从老百姓头上刮。从表面上看起来平息了,但是从心里面平
息,要彻底改变制度,如果由老百姓投票选举的话,你不会这样对待老百姓了。�
《福布斯》�税负痛苦指数�排行榜,中国位居全球第二,难怪有网友讥讽�共产党万
税�。安徽籍学者叶匡政指出,湖州织里抗税事件只是一个讯号,表明民众已不堪高额
税负,极有可能成蔓延之势。

China's High Tax Burdens Unbearable
Anchor:A mass incident broke out in Zhejiang province whenthe local
authorities hiked taxes on factory owners.A factory owner of Anhui domicile
was beaten by tax officers,sparking public fury and thousands of people
surroundedlocal authorities' office building, triggering a severe
bloodyclash with armed police.Civilians smashed cars and burned police cars.
Local residents confirmed that many people were killed.The local
authorities denied the news, arrested 28 people,and mobilized massive
military police forces.
Reporter:Zhili Town of Wuxing District in Huzhou City is the
largestproduction base of childrens clothing.Two-thirds of the town's
population are migrants from otherplaces in China.Most workshops are owned
by Anhui people.
This year, the local authorities only hiked taxes on migrants.The levied
amount surged, doubling last year's figure.
On October 26th, a manufacturer of Anhui domicilerefused to sign on the
document that doubled taxes.She was beaten by several tax officials, and
afterwards,five people were arrested.Hundreds of owners and employees went
to the townauthorities demanding release of detainees, but were beaten
again by the police.The incident caused tens of thousands of people totake
their demonstration onto the street.
Mr. Zhang, a factory owner, said that the town mayor claimed,"Anhui people
are our slaves."The remarks incited Anhui migrants' fury.
On October 28th, local resident Mr. Zhou said that long-term
hostilitycaused by conflicts between officials and the public is the root
cause.
Mr. Zhou: "The root cause of the conflicts deepened day by day.It is just
an outbreak of the masses' discontent, fused by the incident.In fact,
besides the Anhui people, participants also includedmigrants from various
places.The majority are Anhui people."
Angry masses smashed local authorities' vehicles.
An Audi car hit and knocked down over a dozen peoplewhen it fled, making
the situation tense.More people got involved in car smashing tovent their
resentment.Police cars were burned.Massive armed police forcibly dispersed
the crowd.
The clash escalated on October 27th, when thousands ofcivilians marched
towards the authorities' building.They shouted "Anhui people unite
together", destroyed andoverturned at least 500 cars, and burned over 20
police cars.A bloody conflict ensued with armed police.Armed police
shouted, "Resisters will be shot on the spot."
That evening, a curfew was imposed on Zhili Town.Thousands of armed police
and ranger police weredispatched from other places to reinforce the local
force.A large number of military vehicles weremobilized from the Nanjing
Military Region.Schools are closed town-wide.Shops are shut.People who go
out should carry their ID card.
Mr. Zhou: "Someone was beaten to death by the armedpolice with batons.The
news is reliable, as far as I know.The deceased are certainly those who
protested, definitelythose Anhui people who were killed by armed police."
Molihua.org quoted a migrant worker from Anhui, as sayingthat over a dozen
people were killed within two days.Most of them are Anhui people, but there
are policemenwho died from burning or beatings.Local resident Mr. Tan said
that again.
Mr. Tan: "Over a dozen people were killed.Yesterday afternoon, one or two
more were killed.
All the deaths should be civilians, but sources saythat it seems one of
them is an armed police."
Boxun.com reported that the tax resistance incidentinjured 100 people, and
caused eight deaths.Hong Kong's Apple Dailyquoted local resident Mr. Wangas
saying that several people were killed.Hong Kong-based Information center
forHuman Rights & Democracy said that two people died.
On October 28th, an Anhui factory owner in Zhili Townconfirmed to NTD that
civilians and policeman were killed.
An Anhui factory owner: "A policeman was killed, two injured.A few rioters
were killed as well as civilians.The police cars were burned."
Wuxing District authorities issued a statementdenying any death in the
conflict.The claims said that the Audi car caused 10 people to be
hospitalized.According to Xinhua News Agency reports, currentlythe
situation is basically stabilized.Zhili Town authorities have suspended tax
collection, and dismissedconcerned tax staff.
Zhou Bin, assistant Chief Editor, pointed out thatafter reviewing the
policies all across China, it iscommonplace to extort excessive taxes and
leviesfrom civilians to subsidize the top of the pyramid.Such a policy of
robbing the poor to benefit the richcan only be labeled as a "mentally
retarded policy."
Fan Ziliang (Huzhou-based dissident): "China's publicfinance expenditure is
so large, mainly because too manyuseless mouths were fed by the
authorities.Where does his salary come from?Only at the expense of
civilians.It is seemingly quiet.
But for the real inner quiet,there needs a thoroughchange of the
institution.If it were elected by the masses, it will nottreat civilians in
that way. "
On the Forbes Tax Misery Index, China ranked second.No wonder a netizen
satirized online, saying,"The CCP ten thousand taxes" (sounds similar toten
thousand years in Chinese).Anhui-based scholar Ye Kuangzheng, believed that
Huzhoutax resistance incident is only a signal warning thatcivilians cannot
further bear high tax burdens,the situation is very likely to spread.
