【禁闻】有钱子女加分 没钱只能裸考？

【新唐人2011年4月26日讯】山东省潍坊市近期举行公务员考试。媒体报导，不少考生
没怎么准备，直接来「裸考」。不过在中国，「裸考」的另一个意涵，就是指考生没有
任何的「加分」。相较于当局开放各种管道为有钱人家的子女「合法加分」，普通人或
穷人想读好学校越来越难。

这个月24号，山东省潍坊市在14个考点同时举行公务员考试。今年超过三万五千人报
考，预计招录577个公务员。《齐鲁晚报》报导，考生多半是应届毕业生，有的已找到
工作，但还是想考公务员。不少考生没怎么准备就上考场。有考生直言：他们就是「裸
考」来了。

不过「裸考」的另一个意涵就是什么加分都没有的「普通考生」，只凭考试成绩实力报
考学校。而近年来高考盛行的「加分制」，在中国已成为保障权贵子女顺利升学的「通
道」。

台湾《商业周刊》四月的一篇报导指出，中国的考试制度越来越不公平，有钱有权就能
加分，普通人或穷人想念好学校难如登天。以广州�为例，去年当局公布了一套所谓《
高层次人才子女入学解决办法》，凡是「高层次人才的子女」报考高中级学校，可以加
十分。

但怎样才算是「高层次人才」呢？今年（2011年）当局也公布了评选办法，包括企业
家、专家，和做出特殊贡献的高技能人才、农村人才和社会工作人才等，就是他们选出
的「高层次人才」。

「高层次人才」的子女参加考试一口气可以加十分，在竞争激烈的中国差别非常大。
2006年在北京，一位母亲发现自己儿子班上近五十名考生中，居然有二十人考试成绩可
以加二十分，剩下的就是被舆论称为「裸考」的考生。媒体讽刺中国的考试制度越来越
腐败。

《商周》报导指出，在中国，可能平均五十万人，才能有一个人考上北京大学或北京清
华大学，因此一分之差可能是好几万人，所以加十分、二十分的差别非常大。

舆论批评，当局如此大费周章，却不是为了改革，而是把企业家、高干变成「高层次人
才」，再替他们的子女「合法」加分。广州并不是唯一的特例。

据了解，中国教育部现行的加分规定有十四种，到了各省市又延伸出各种新办法，最后
十四种变成近两百种。福建省甚至还有纳税三百万元以上的，子女考试可以加二十分。
也有花钱买国家级运动员或少数民族身份的，同样可以加分。因此曾经闹出，抽查运动
员加分考生时发现，有所谓的「运动健将」跑百米速度却比小学生还慢。
