【禁闻】缺工严重 台商外移东南亚、印度

【新唐人2011年4月12日讯】近年来由于中国沿海省份缺工，许多台商决定迁移。虽有
台商选择搬到内地，但内陆省份同样存在人力不足等问题。以广东珠三角地带的台商传
统产业为例，许多台商决定迁移到，近年来投资环境相对改善的印尼、孟加拉与缅甸
等，人口较多的国家。

台湾《中国时报》4月9号报导，由于中国沿海地区缺工，受到冲击最大的台商制鞋
业，近年来不断传出有厂商出走。而且不是迁到内陆，是决定外移到南亚或印度。

报导指出，曾在广州中山、东莞与江西瑞昌设厂的合兴鞋业，总经理陈启安表示，因为
广东缺工，原本决定到江西投资，没想到江西一样缺工。预计招收三千人，最后只招到
一千多人。中国缺工已成为全国性问题。「合兴鞋业」考虑未来三年内，在广东中山市
的高级休闲鞋制造厂，将外移到孟加拉或缅甸。

此外，制鞋大厂台湾宝成集团，现今在印尼与越南厂的产能已超过中国，「宝成」计划
把孟加拉作为新的海外生产重镇。而专门为耐克（Nike）代工的丰泰企业，则打算在印
度设厂，未来可能取代中国的产能。台企联常务副会长黄良华的制鞋工厂，虽然把广东
佛山的生产线迁移到湖北，却同样招不到工人，原本规画的十条生产线，最后只有二条
能运作。

《中时》报导指出，虽然官方大力宣传台商前�内陆，但内陆地方政府承诺的多，跳票
的也很多。有台商私下透露，一些贴息、运费补贴与协助招工等优惠，只有大型企业才
可能拿到，中小型台商就别想了。

问题不只如此，比如一家在内蒙古投资的台商，○八年全球金融海啸阵痛还没过，地方
政府就急着把还没开发的土地收回去，先前的承诺也大多跳票。也有台商才到内陆投资
不到三年，当地政府就开始追着台商，追问怎么还没盈利？要赶快缴税了。也有台商因
为建厂速度不够快，内陆地方政府经常要胁，再不建厂就要把土地收回。就算想转让部
分土地筹现金，也多被官方拒绝。

一家原本在广东珠三角设厂的制鞋业老板感叹：中国沿海省份缺工人，内陆投资环境又
不好，台商会考虑搬到东南亚或印度设厂是很正常的。

China's Labor Shortage

In recent years many Taiwanese businessmen arerelocating due to labor
shortage around coastal areasas well as Mainland provinces of China.For
example, many of them have relocatedfrom Guangdong to Indonesia,
Bangladeshand Myanmar, countries with better investmentenvironment and
larger populations.

Taiwan's China Times reported on April 9, thatlabor shortage around China's
coastal areas hasseverely impacted Taiwan's largest footwear industry.Many
manufacturers have moved in recent years,not back to China but to South
Asia or India.

According to the report, general manager Chen Qianof Hexing Factory said,
due to labor shortage inGuangdong, he planned to invest in Jiangxi
Province,but Jiangxi had the same problem. He expected torecruit 3,000
workers but hired just over1,000 instead. Labor shortage is a
nationalissue. Hexing Factory in Guangdong plans to moveto Bangladesh or
Myanmar within 3 years.

In addition, production capacity of Pou Chen Group,a footwear maker in
Taiwan, Indonesia and Vietnam,is now greater than China. Pou Chen Group
plans tomake Bangladesh the new overseas production center.Winterthur
Enterprises plans for Nike's factoriesin India. Huang Lianghua, executive
vice presidentof Taiwan Business Alliance, moved his shoe factoryfrom
Guangdong to Hubei. But due to labor shortage,only two of his ten
production lines are operating.

"When" pointed out that, while Taiwanese officialspromote vigorous
investing in mainland, localgovernments in China left many broken
promises.Many Taiwanese say: "Only large enterprisescan get transportation
and recruitment subsidies;smaller companies are excluded from that."

That is not the only problem.For example Taiwaneseinvested in Inner
Mongolia in 2008 when the painfrom the global financial crisis had not
eased yet;local governments were taking the undeveloped landback and left
many broken promises.Sometimes local governments forced the Taiwaneseto pay
tax before the gain was realized. They alsothreatened to take the land back
if factories were builttoo slow. Even when the owners were willing to
leasesome of the land for cash, they were turned down.

A shoe factory owner in Guangdong sighed:"With labor shortage around
coastal areasplus poor investment environment in mainland,relocation to
Southeast Asia or India is quite normal."
