【禁闻】法媒：中国何时成为负责任大国

【新唐人2011年3月29日讯】为了援助受地震以及海啸重创的日本经济，七国集团与日
本政府联合干预汇市，降低了日元的升值幅度，使日元兑美元的汇率目前维持稳定。但
中共却没有参加这一金融救援活动，在国际事务中不负起相应的责任，已经使许多国家
对中国表示担忧和戒备，法国媒体也因此发声批评。

法国领衔协调了这一金融救援活动，法国财长拉加德事后表示很遗憾，没有获得来自中
国的配合，而法国媒体传出不少批评中共对邻国日本见死不救的声音，批评中共拒绝承
担大国的责任。

法国的lepost网站24号发表文章，开门见山地说，已经成为世界第二大经济体的中
国，却拒绝援助深受重灾的日本。

法国《快讯》周刊记者克里斯蒂娜‧凯尔德朗(ChristineKerdellant)发表专栏文章《中
国何时成为负责任的大国？》，指出中国虽然已经成为全球第二大经济体，同时又试图
占据发展中国家的优势。但无论是在国际货币基金组织、世贸组织、联合国气候峰
会，还是二十强峰会上，中共政府一贯在涉及自身利益时表现出冷漠态度，拒绝承担起
相应的责任。

文章说，这一令人难于接受的事实，使一切有关中国是否傲慢，以及中国是否拥有霸权
意图的讨论都显得微不足道。

事实上，在中国经济发展的同时，中共在国际社会的这种姿态，以及在国防、外交和对
外经济政策的未来走向等方面，表现得十分不明确，已经让许多国家担忧和戒备。

「瓦尔泰俱乐部」俄方学者最近在莫斯科发表了一份探讨俄罗斯同美国关系的研究报
告。担忧中国走向不明朗，指出俄罗斯可以通过和美国合作，维护自己的利益。

而BBC国际部近期委托民调机构所作的一项民意调查显示，与2005年相比，对中国经济
实力增长持负面看法的人数，在发达国家，尤其是在西方工业七国，有较大幅度的增
加。其中多个国家大都是中国重要的贸易伙伴，他们的受访者也往往认为，中共的贸易
行为不够公平。

Help Japan? China Steps Back

To aid Japanese economy hit by the earthquake andtsunami, G-7 countries
jointly intervenedthe currency market to reduce yen's
appreciation.Currently the yen-dollar exchange rate is stable.However,
China did not participatein the financial rescue activities. CCP's lack
ofresponsibility in international affairs causedmany countries' concern and
alert towardsChina. French media also criticizedthe Chinese Communist Party
(CCP).

France was the coordinator of this financial rescue.After this activity,
French Finance Minister,Christine Lagarde, said it was a shame they did
notget cooperation from China. Many French mediacriticized CCP for
neglecting its neighbor Japan,and its refusal to be responsible as a big
country.

On March 24, France's Lepost website publishedan article, stating candidly
that China, who hasbecome the world's second largest economy, refused
tohelp Japan, suffering from serious natural disasters.

France's L'Express reporter Christine Kerdellant,posted a column article, 『
When will China BecomeA Responsible Big Country?' It points out
thatalthough China has become the world's second largesteconomy, and tries
to take advantage as a developingcountry, the Chinese government has always
beenindifferent and refuses to assume responsibilitieswhether it is in IMF,
WTO, the UN Climate Summit,or G-20 Summit, considering only its own
benefits,.

What the article said provokes discussions whetherChina is arrogant or has
hegemonic intentions.

In fact, along with China's economic development,CCP's gestures in the
international community andits future direction in defense, foreign affairs
andforeign economic policy have been very unclear.It causes concern and
vigilance in many countries.

Russian scholars of 『The Valdai Club' recentlypublished in Moscow a study
of the relationshipbetween Russia and U.S. It points out that Russiacan
safeguard its own interests and cooperate withU.S., with concerns for
unclear directions by China.

BBC International Department recently delegateda public opinion
organization to conduct a survey.Compared to 2005, there is a relatively
largeincrease in the number of people in developedcountries, especially the
G-7, who held a negativeview on China's economic growth. Most of
thesecountries are China's important trading partners.The survey samplers
also believe thatthe CCP is applying unfair trade practices.
