【新唐人2011年5月3日讯】在「五一」国际劳动节之际,各国劳工举行了纪念游行。不
过中国的庆祝活动却基本是「动口不动手」。中共官方的《人民日报》发表了庆祝劳动
节的社论。但是,中国劳工权益活动人士认为,中国工人还在为争取更好的权益,并为
了更好的工作条件而抗争,值得庆祝的事情不太多。
五一国际劳动节,世界各地都有纪念五一的游行活动。今年各国游行示威最突出的要
求,是改善劳工条件,提高工资水平。比如菲律宾数千民众集会游行,反对政府的移民
政策,要求增加工资;韩国五万民众也在首都集会,呼吁改善就业,提高工资。
不过在中国,五一劳动节的庆祝活动基本是体现在媒体或领导人的慰问与祝贺,普通民
众则利用五一假期外出旅�。
这一看似微妙的差别,实际上显示了官方「维稳」心理和中国工人权益的冲突。在「五
一」期间,中国工人不仅无法获得批准,举行维护自己权利的游行,国内的记者随机调
查还发现:近半数受访者已经不知道,「五一」节,源于1886年美国芝加哥城的工人「
维权」运动,也就是为争取 8小时工作制而举行的大罢工。「五一」在中国已经成了休
闲购物节,而失去了其抗争的意义。
在「五一」之际,官媒《人民日报》发表了庆祝劳动节的社论,呼吁各级党委和政府要
「始终站在工人阶级和劳动群众的立场,切实解决他们最关心最直接最现实的利益问
题。」
但长期关注中国劳工问题的组织「中国劳工观察」执行主任李强说,实际情况并非如
此,在大陆出现劳资纠纷时,地方政府首先考虑的是维稳,怕农民工的罢工引起工
潮,在地方政府的干预之下,农民工就更没有办法去维权。
李强表示,中国的工人没有什么可以值得庆祝的,因为在一个名义上,以工人阶级为领
导的共产党国家,工人在中国却是最没有权力的一个群体。
近30年来,中国劳工工资的涨幅远远赶不上物价上涨的水平,因此劳工获得的经济利益
其实是在逐步下降。
虽然中国的法律名义上规定,每一个工厂只要有25名工会会员,就可以成立自己的工
会,但是由于没有相应的立法保障,加入工会的工人还可能受到资方的报复,导致工人
们不敢成立工会或是参加工会活动。
「中国劳工观察」通过公开信息统计得出,2010年发生的罢工事件一共有66起。而根据
独立组织「中国劳工通讯」统计的『2011年中国工人群体事件地图'显示,截至今年4月
底,媒体报导出来的劳工抗争就有47件。李强预计,如果不从根本上解决劳工问题,今
后这方面的矛盾只会更加激化。

China's May Day Conflicts
On May 1st, workers around the world held activitiesto commemorate the
International Labor Day.But there were not many activities in China.The
Chinese Communist Party's (CCP) officialPeople's Daily published an
editorial celebratingLabor Day. However, Chinese labor rights activistssay
that the Chinese workers are still fightingfor better rights and working
conditions,therefore there is not much to celebrate about.
On May 1st, there were parades all over the worldto commemorate the Labor
Day,with the most prominent requirements beingto improve labor conditions
and raise wages.In the Philippines, thousands of people ralliedto protest
the government's immigration policyand ask for higher wages. In South
Korea,fifty thousand people gathered in the capitalto call for improved
employment and higher wages.
But in China, the May Day celebration is basicallyin the media and the
leaders' congratulations notes.Ordinary people just use the holiday for
vacation.
This seemingly subtle difference shows the conflictbetween official's
intention to "maintain stability"and the interests of Chinese workers. In
theMay Day period, Chinese workers cannot getapproval to hold a procession
to protect their rights.According to a random survey by Chinese
reporters,nearly half of respondents had no idea May Dayoriginated from the
1886 Chicago City workersmovement to win the 8-hour working day.May Day in
China has become a time of leisurefor shopping, and lost its significance.
In the May Day occasion, People's Daily publishedan editorial celebrating
the Labor Day, callingfor party committees and governments officialsat all
levels to "always stand in the positionof the working class and the working
masses,and effectively solve their most directand practical concern of
interests."
However Li Qiang, CEO of China Labor Watch,the organizations following
China's labor issues,said this is not the case. Local governments'
firstconsideration during disputes between an employerand workers is to
maintain stability, in fearof migrant workers strikes. There is even less
chancefor more migrant workers to defend their rights.
Li Qiang said workers in China have nothingto celebrate about. The country
is ledby the working class only on words.Workers have the least power.
In the last 30 years, workers' wage in China cannotcatch up with price
increases. The economic benefitof Chinese workers is actually decreasing.
Although by the provisions of Chinese law,workers can set up their own
unionas long as there are 25 union members in a plant,but without
corresponding legislative protection,workers in union may also be subjected
to retaliation,which caused their unwillingnessto establish or join union
or union activities.
China Labor Watch concluded from a public survey,that a total of 66 strikes
happened in 2010.According to an independent organization,China Labor
Bulletin's 2011 Map of Mass Incidentsof Chinese Workers, there were 47
incidentsinvolving workers' protest until the end of April.Li Qiang expects
there can only be further conflictsprovided there is no fundamental
resolutionto the existing labor problems.

捕,中国记者的工作环境更引起了外界重视。中国新闻自由目前的整体排名是全球倒数
第八,导致这种情况的原因是什么?下面来看看报导。
在5月3号世界新闻自由日前夕,最新失踪的是北京《财经》杂志记者,23岁的张贾龙。
他曾报导过艾未未上海工作室被强拆,以及毒奶粉受害家长赵连海等新闻。4月28号他
被公安约去谈话,至今没有回来。
在国际知名艺术家艾未未4月3号被捕当天,多次报导过他的记者文涛也同时失踪。
「其实这以后,老艾的活动就参与得很多,基本上他的每一个活动我都参与了,记录。
」「我可以把我关心的,我观察到的老艾的一些事情,放到推特上,让其他一些朋友更
能了解老艾是一个什么样的人,他在做什么用的事情。」
随着记者的报导风险增加,联合国秘书长潘基文在新闻自由日致辞,表示「不能对侵犯
基本人权的责任不加追究。国家当局必须竭尽全力,消除有罪不罚的现象,保护新闻记
者的安全。我们决不会忘记为了我们的知情权,而献出生命的记者们所表现出的英勇气
概。」
每年在5月3号,联合国教科文组织都会颁发「吉列尔莫卡诺世界新闻自由奖」,用以表
彰为新闻自由作出贡献的个人和组织。迄今为止,中国有两位资深媒体人,高瑜女士和
程益中先生荣获这一殊荣。
高瑜原来是《经济学周报》副总编,被中共当局两次抓捕,失去人身自由6年
多,1997年在狱中获奖。程益中曾担任《南方都市报》主编,2003年报导过中国非典真
相和大学生孙志刚被收容打死案,2004年被控涉嫌所谓的「经济犯罪」,后来虽然撤诉
但程益中被迫离开南都报业。
高瑜:「这和我20年前,六四之后两次失去自由,我觉得状况甚至还要倒退。在思想和
文化这个两个领域,非常地受限制,几乎就是没有新闻自由。 」
1993年,联合国大会宣布每年的5月3号为世界新闻自由日,提醒各国政府尊重公民的新
闻自由和言论权利。
原《中国海洋报》记者,浙江记者站站长昝爱宗在今年新闻自由日发表评论,他认为在
中国任何时候呼吁新闻自由,「都是天大的新闻,就是现在�行式。」昝爱宗曾因报导
当局迫害基督徒,被中共警方扣押7天。
总部设在巴黎的「记者无疆界」组织,去年10月公布2010年全球新闻自由评比排名,中
国大陆名列倒数第八,比去年还下降了三名,属于全球压制新闻自由最严重的国家之
一。
高瑜:「它的收紧维稳,第一条我认为还不是防止街头革命,防止街头革命是结果啦。
但是,它的手法最重要的就是要限制思想自由,要限制新闻自由。我相信,人们有了新
闻自由的权利,那一党专制的这种政体它是保不住的。」
其实,这样的新闻自由权利已经在逐渐实践。目前在中国有大约四亿的上网人数。昝爱
宗认为,在互联网大行其道的世界,就算再多的宣传部官员也不可能审查每一条信
息,任何敏感词也都有局限性,更�一步说,「任何人都不可能一手遮天」。

Prior to World Media Freedom Day,Zhang Jialong, a reporter for Caijing
Magazine,had disappeared. He has reported on the arrestof artist Ai Weiwei
and victims of tinted milk.On April 28, the police invited him for "a
talk."He had not been seen since.
On the day of Ai Weiwei's arrest, Wen Tao,a journalist who has reported on
Ai, went missing.
Wen: "After [I was dismissed from Global Times],I participated in many
events hosted by Ai,and wrote about almost all of his activities.I put what
I observed on the Internet,so Ai's friends can see what kind of person he
is,and the useful things he is doing."
Reporters face increasing risks, on whichUN Secretary Ban Ki-moon
commentedthat crimes against journalists must be punished."All governments
have a duty to protect thosein the media," and immunity encourages
crime.Ban acknowledges journalists who are killedfor protecting people's
right to information.
Every year, on May 3rd, UNESCO awardsGuillermo Cano World Press Freedom
Prizeto individuals or organizations. Till now,two Chinese media workers,
Gao Yu andCheng Yizhong, have received the prize.
Gao Yu was a chief editor of Economic Weekly.She was twice arrested and
spent six years in jail.She received the prize while in jail in 1997.Cheng
Yizhong was the editor-in-chief ofSouthern Metropolis Daily, and reported
onSARS and the case of a student beaten to death.In 2004, he was accused of
economic crime,and was forced to leave the newspaper.
Gao Yu: "I lost freedom twice over 20 years ago.The situation now is worse
than the past,with strict control in thoughts and culture.There is no media
freedom."
World Media Freedom Day started in 1993.It reminds countries to respect
people's rights.
Zan Aizong, a reporter from Zhejiang province,commented on media freedom in
China:"Any time you mention media freedom, it becomesa huge issue, one that
is still current."Zan was detained once for reporting on Christians.
The Paris-based Reporters Without Bordersput out a media freedom ranking
last year.China ranked 8th worst, three rankslower than the previous
year.China is among the worst in media freedom.
Gao Yu: "The [Chinese regime's] tight controlisn't just about preventing
street revolution �that is the end result. The key is to controlpeople's
minds and limit media freedom.If people have media freedom,the party's
dictatorship will not survive."
People are calling for media freedom rights.China has 400 million
netizens.Zan believes with the Internet, the party'spropaganda officials
cannot screen every post,and any "sensitive word" censor will have

的武钢职工徐武,逃离医院后接受电视台采访。不过随后他在电视台附近被便衣强行带
走。据南方电视台记者查证,徐武已经被带回医院,目前医院正在加装铁窗,警力也增
加了。
因为不满意武汉钢铁「同工不同酬」,以及「克扣工资」,现年43岁的职工徐武,多次
上访陈情,3次被鉴定为「偏执性精神病」,关了4年,越狱两次,最后都被便衣警察带
回医院。至于武钢医院为何能动用警力抓捕逃跑的「病人」,引起网民议论。有人认
为,武钢医院是不是已经沦为当局惩治访民的黑监狱?
4月19号,徐武逃出精神病院后,来到广州精神病院做鉴定,希望证实自己没有精神
病。27号他接受南方电视台《拍案惊奇》栏目采访,离开时被一群不明身份的人给强行
带走,整个过程都被监视器给拍了下来。
据报导,徐武到广州市精神病医院做神经心理测试等相关检查。接诊的是一位林姓教
授,他在病历上写下「自我评价稍低」、「抑郁情绪」。原本徐武计划电视台访谈结
束,要再前往较具权威的机构做精神鉴定,却被7、8个不明身份的人强行带走,其中有
一名操武汉口音的男子说自己是警察,要电视台的保安放行。《拍案惊奇》的记者,扣
留了其中一个人,并将他带到广州华乐街派出所报案。但他只说自己姓周,不肯透露真
实身份。
《法广》报导,武汉是少数几个出台《精神卫生条例》的城市,该《条例》规定「只有
监护人、近亲属确无能力送医的情况下,精神障碍者所在单位、公安机关等机构才被赋
予协助的权利。」
然而,徐武既没有严重危害社会行为,也没有监护人和亲属的委托,甚至就连精神病诊
断都还存有疑问的情况下,武汉警方还是坚持抓捕。
据《中华网》报导,武钢二院负责人陈中华认为,院办在徐武身上耗费的精力太多了。
他曾经提过,不应该将徐武关在精神病院,但上面就是不肯放人。
《法广》报导,徐武在广州所作的鉴定,似乎直接否认了武汉方面的结论。民众议
论,这是当局以精神病收治为名,行非法拘禁之实。而精神病鉴定已经成为不少地方政
府,压制不同声音的惯用手段。

Hospital or Prison?
Recently, after Xu Wu had escaped from Wuhan'sIron & Steel Workers'
Hospital, he was interviewedby Southern Television (STV). Soon he was
takenaway by the plainclothes. A STV reporter confirmedthat Xu Wu is back
to the hospital which is nowputting on window bars and adding more police.
Xu Wu, 43, petitioned about unfair hospital policies:unequal pay for equal
work and deduction of wages.Thus he was diagnosed with paranoia psychosis3
time and was detained 4 years in the hospital.Escaping twice, he is now
back in the hospital.Why a hospital can use police to bring backescaped
patients? It is believed that local authoritiesuse the hospital as a black
prison for petitioners.
On April 19, Xu Wu escaped this hospital and wentto Guangzhou Mental
Hospital, hoping that theresomeone would confirm his normalcy.On April 27,
after being interviewed by STV,he was taken away by a group of unidentified
peopleand the whole process was recorded on a video tape.
Reports claim that Xu Wu was received by Prof. Linin the Guangzhou Mental
Hospital. Lin recordedthat Xu suffers from low self esteem and
depression.Xu intended to have further evaluationby well-known
organizations after the interview.However, he was taken away by
plainclothes instead.STV guards detained one of them, but he refusedto
disclose his identity, giving Zhou as his last name.
Faguang reported: "Wuhan is one of the few citiesthat does
neuropsychological tests in caseswhere if guardians and close relatives are
not ableto send the patient to a hospital, the work units andpublic
security bureau can be authorized to assist."
However, Wu Xu never exhibited harmful behaviorand had no confirmed mental
diagnosis, yet police,without authorization from his guardians or
relatives,insisted on arresting him.
XinhuaNet reported: "Chen Zhonghua, the directorof the hospital, believes
that dealing with Xuis too energy consuming and that he said oncethat Xu
should not be in the hospital, howeverChen's superiors have disagreed with
that."
Faguang reported: "Guangzhou's diagnosis directlycontradicts to that of
Wuhan's. Public opinions are:use of mental illness as an excuse for an
arrest."In reality, local authorities of many areas are usingpsychological
tests to silence dissenting voices.

Hospital or Prison?
Recently, after Xu Wu had escaped from Wuhan'sIron & Steel Workers'
Hospital, he was interviewedby Southern Television (STV). Soon he was
takenaway by the plainclothes. A STV reporter confirmedthat Xu Wu is back
to the hospital which is nowputting on window bars and adding more police.
Xu Wu, 43, petitioned about unfair hospital policies:unequal pay for equal
work and deduction of wages.Thus he was diagnosed with paranoia psychosis3
time and was detained 4 years in the hospital.Escaping twice, he is now
back in the hospital.Why a hospital can use police to bring backescaped
patients? It is believed that local authoritiesuse the hospital as a black
prison for petitioners.
On April 19, Xu Wu escaped this hospital and wentto Guangzhou Mental
Hospital, hoping that theresomeone would confirm his normalcy.On April 27,
after being interviewed by STV,he was taken away by a group of unidentified
peopleand the whole process was recorded on a video tape.
Reports claim that Xu Wu was received by Prof. Linin the Guangzhou Mental
Hospital. Lin recordedthat Xu suffers from low self esteem and
depression.Xu intended to have further evaluationby well-known
organizations after the interview.However, he was taken away by
plainclothes instead.STV guards detained one of them, but he refusedto
disclose his identity, giving Zhou as his last name.
Faguang reported: "Wuhan is one of the few citiesthat does
neuropsychological tests in caseswhere if guardians and close relatives are
not ableto send the patient to a hospital, the work units andpublic
security bureau can be authorized to assist."
However, Wu Xu never exhibited harmful behaviorand had no confirmed mental
diagnosis, yet police,without authorization from his guardians or
relatives,insisted on arresting him.
XinhuaNet reported: "Chen Zhonghua, the directorof the hospital, believes
that dealing with Xuis too energy consuming and that he said oncethat Xu
should not be in the hospital, howeverChen's superiors have disagreed with
that."
Faguang reported: "Guangzhou's diagnosis directlycontradicts to that of
Wuhan's. Public opinions are:use of mental illness as an excuse for an
arrest."In reality, local authorities of many areas are usingpsychological
tests to silence dissenting voices.

江泽民亲信的赞赏。目前,舆论都在关注薄熙来在中共十八大的命运如何,如果他真的
能入主中南海,会给中国带来什么命运呢?
被《华尔街日报》嘲讽为「高唱红歌」的「政治摇滚明星」薄熙来,近来在会见港澳媒
体时激动的辩解,指外界对他搞「政治运动」的指责是无稽之谈。薄熙来还主动谈到了
备受关注的李庄漏罪案,他说,他从来没有插手这个案子。
《北京之春》杂志主编胡平认为,薄熙来做出这种回应,是迫于压力。
《北京之春》杂志主编胡平:「在前阶段,我们看到,从很多方面对薄熙来这一套展开
了反击,现在薄熙来处于守势,所以他做出辩护。人家说你搞文革,用政权力量强行推
行这种以『红色'为名的意识形态。包括重庆人自己对被强制的做这种事情,还是很反
感的。」
自从薄熙来在重庆大搞「唱红打黑」运动以来,重庆市到处都在播放「红歌」,警察、
便衣、城管、「红袖标」随处可见,重庆市开展的红歌传唱活动已经累计15万多场,参
与市民超过 9千万人次。与此同时,重庆市公安局抓捕近5千「涉黑」人员,并成立了
270个专案组,还耗资 170亿安装50万个监控摄像头,建设世界上最大的监控系统。
中共政治局委员,中组部部长李源潮最近走访重庆后,高调赞扬薄熙来为中共提供了新
思路,似乎要向全国推广「唱红打黑」。
一直关注中国发展的香港《开放》杂志执行编辑蔡咏梅向《美国之音》表示,薄熙来在
重庆搞的这一套「非常可怕」。
《开放》杂志执行编辑蔡咏梅:「已经有人把他这种的'重庆模式'比喻为希特勒上台的
时候那个纽伦堡纳粹大会的那种情况。大家都知道中国在搞市场经济,中国是从一种集
权社会开始走向后集权。后集权等于说就是对集权的一种解构。可能他们已经意识到这
一点,他们想巩固他们的集权,把这个东西拉回去,就是回到毛泽东时代。」
曾经担任过香港《文汇报》东北记者站主任的姜维平,因为在香港发表文章批评薄熙来
而入狱多年。他在接受《法国国际广播电台》的采访时分析,现在薄熙来在官方舆论界
的影响力很大,上升的势头比过去要大的多。姜维平认为,薄熙来弄虚作假,并且把公
检法都砸烂了,如果他在十八大上位,将给国家带来巨大灾难。
《北京之春》杂志主编胡平:「我觉得姜维平先生说的是有道理的。因为你就从那个李
庄案就可以看得出来,本来你就靠着权势硬把人家判了一个伪证罪,而且又不遵守你们
自己的幕后交易。这种做法让其他人就很值得担心了,从这些情况看起来,如果他在十
八大得到更多的权力,我想,不要说对我们来说,包括对中共上层的很多人来说,都会
很不安。你一旦占据的�一步的高位之后,你可能利用你的权力做更多的坏事了。」
胡平还分析,如果薄熙来在十八大争得了一席常委之位,非常有可能在中国推行「重庆
模式」,使中国陷入危险境地。
北京之春杂志主编胡平:「他当然就会使中国�一步的法西斯化。这危险很多人都看到
了。你唱红了,就是文革那种意识形态强加给人民,打黑嘛,就是无法无天,我看他这
两个都是有很强的针对性的。」
《英国广播公司》BBC中文网日前发表了一篇题为『重庆 -由行动到躁动再到折腾'的文
章。文章认为,重庆强行推广的「唱红」给中共的左转加上了厚重的一笔。作者质问
道:「毛泽东时代的『唱红'没有唱出一个强大的中国,反而将中华民族唱�了苦难的
深渊,今天将这具政治僵尸曾经的愚民工具再次祭起,意欲何为?」

an accumulated participationof 90 million people. Over 5000 were arrestedin

forces, and installed500,000 surveillance cameras in the city.
Li Yuanchao, head of CCP's Organization Departmenthighly praised Bo's
campaign during a recent visit.
Cai Yongmei, executive editor of Open Magazine,said to VOA, Bo's Chongqing
play is "very scary."
Cai Yongmei: "Some people are comparing his『Chongqing Model' to the
Nuremberg Nazi Rallybefore Hitler's rise. China's market reformhas lead
China to post-totalitarianism,which is the integration of
totalitarianism.They realized this and now want to
reinforcetotalitarianism, restoring society to Mao's time."
Veteran reporter Jiang Weiping was jailed by CCPfor criticizing Bo Xilai in
Hong Kong media.He says to RFI that Bo has a great media influencewithin
the party, and is rising faster than ever.Bo practices fraud and destroys
the legal system.It will bring China great disastersif Bo is elected to top
echelons' leadership.
Hu Ping: "I think Mr. Jiang is right. You can seefrom Li Zhuang's case, who
was falsely convictedof fabricating evidence by Bo Xilai. The

定。始料未及的倒是,由于央视的忽悠、煽风,中国先乱了:一夜之间,神州大地掀起
了抢盐风潮,又只是一天的时间,神州大地又掀起了退盐风潮。
央视上一波打了鸡血的热劲儿还没退,世界又给了它一个机会――多国空袭利比亚政府
军。这一下,央视估计又打了600多针鸡血,开始连轴转地报导利比亚。节目中还有个
细节,连线驻利比亚使馆的时候,女主持人一个劲儿地想问出点儿什么,大概就是混
乱、惊慌,民众抗议。 一再追问:"还有什么、还有什么"? 结果,那边说,"还有就是民
众在抗议政府……"听到这儿,主持人马上打断话题,掐断连线。
看过央视有关利比亚的报导,给人的总体印象,只有三句话:第一句,法国等国家空袭
利比亚,是惦记着那儿的石油,这是一场,一切都为了石油的非正义战争。第二句,利
比亚民众强烈支持政府、支持卡札菲,强烈反抗法国、美国帝国主义。第三句,利比亚
是个大泥潭,陷�去就别想再拔出来,大家等着看好戏。
文章最后说:我对央视的表现,也想规劝三句 话,一、颠倒黑白要多一些隐蔽
性;二、胡说八道别太肆无忌惮;三、丢人现眼的娱乐精神,还得再加把劲儿。

在网路上看到一张照片,照片上,是原北韩文工团女演员方美善,她的丈夫在饥荒中饿
死,她带着孩子逃出了北韩,在多次被人贩子倒卖之后,不幸落到中国大陆警察手
中,她被送回北韩,受到残酷的折磨。她腿上的伤疤,就是被抓回去后拷打留下来的。
她再次逃出,逃到美国,方美善呼吁美国总统奥巴马:不要再让北韩妇女,像动物那样
被人随意倒卖,她们需要尊严。

今年2月,广东茂名市原市委书记罗荫国,被检察机关以"涉嫌职务犯罪"拘捕。他在接
受调查时说:"现在当官的,哪个是干干净净的,站出来让中国人民看看!要说我是贪
官,说明官场都是贪官!";"在中国,不腐败不是官。凭什么专门整我?真让我交
代,我能交代三天三夜,把茂名官场翻个底儿朝天!";"在中国,像我这级别的,谁不
能供出来百十号人?这不太平常了吗?";"我是腐败分子,我的上任不是腐败分子?敢
肯定,我的下任绝对还是腐败分子。中国不就是腐败分子提拔腐败分子,腐败分子反腐
败吗?"

上周末(4月30号)《浙江在线新闻》报导,安徽省电力公司近年来为了推动「车改
」,特别帮300名副处级以上的干部配备公务自驾车,而且配车越来越豪华。从早期的
国产奇瑞汽车,到现在价值20万元有德国血统的一汽大众迈腾汽车。
虽然安徽电力急忙解释:「车改」为公司降低了管理成本。不过媒体质疑,每人配一辆
自驾车,全部费用还由公司负担,怎么帮公司省钱?」
报导指出,安徽电力为干部配备公务自驾车,说白了就是给公司管理阶层配车。公司的
理由更是让人难以接受,现在一人配一辆自驾车,虽然是节省了公交车司机的工资
费,但是,谁规定干部回家一定要派公交车接送?而且多人搭一辆公交车回家,通常会
比每人配一辆自驾车省钱。
《中国评论》的报导也指出,大约从1996年开始,中国开始出现公交车特权化的现象。
中共政府及各部门处室运用各种理由给官员配车。于是各地方政府上行下效,凡是副科
级以上领导干部,几乎每人配一辆公务车,官员上下班,或下班后迎来送往全部免费开
公交车。
根据估计,每辆公务车每年要花至少3到5万,甚至8万到10万的人民币,一个省级厅局
一年的公务车预算约200万元,省级公有单位的公务车辆,每年花费国家2亿元,加上国
有企业,每个省每年的公交车花费大约50到60亿。也就是说,全国每年公交车花费高达
人民币2000亿元。
台湾《新新闻》周刊在4月底刊登中国知名评论家长平的文章,其中向外界解释中国的
「公交车」,跟民主国家的公交车概念不完全相同。外国的公交车,是指供大众使用的
「公交车」。而在中国,虽然也有少数的公交车在跑,但中共官方文件会玩文字�
戏,把「公务用车」简称为「公交车」,意谓着把官员享有的「特权」,变成了社会大

final words of departure.
On another microblog, he wrote about a pictureof him standing beside his
official portraitthat this one was already placednext to other previous
ambassadors.
Jon Huntsman was awarded as "2011 Annual Figure"for his excellent
diplomatic achievementsand was referred to as "US value"by the Chamber of
Commerce in South Washington.
He pointedly criticized Chinese authorities(Chinese Communist Party, CCP)
during his speechon April 6 for their terrible human rights record,while
praised figures such as Ai Weiwei andChen Guangcheng. This is the most
acute critiqueof human rights from American officials in 2011.
Huntsman: "The US will never stop the supportfor human rights, knowing that
human rights andjustice are the bottom line shared by all mankind."
The US envoy Bosiwosi said in the latest US-ChinaDialogue that China's
human rights are regressing.
Bao Tong, secretary of former CCP chief secretary,said in an interview with
Deutsche Welle:
"The US ambassador was proven right,from Liu Xiaobo to Tan Zuoren and Ai
Weiwei,it's an apparent fact that it is the CCP that violatesChina's human
rights throughout."
Responding to the CCP's rebuke of US interferingin China's internal affairs
during the rights dialogue,Bao said that CCP failed to fulfill its internal
dutiesby its persecution and illegal detentions,for which CCP was to blame.
The misuse of internal affairs is an excuse,given Ai Weiwei's case,for
which CCP is responsible.
Huntsman was regarded as a sensitive figure by CCPdue to his presence in a
February Jasmine rally,and his US-China exchange programs were canceled.
According to UKs Financial Times, US governmentmight tighten policies on
CCP officials and familiesto obtain visas for the USA.
In the past Jon Huntsman had also servedas US ambassador to Singapore, Utah
Governor,Assistant Commerce Secretary andDeputy Trade Representative.He and
his wife had adopted a Chinese girl as well.
Huntsman's next move after returning to the USis unknown, but it is
expected that he might benominated as a candidate for US presidentfrom the
